Wayne Morton, P.E.
Chief Executive Officer

Wayne Morton has been leading Wind Energy Transmission Texas, LLC (WETT) since October of 2010, almost from the company’s inception.  Since that time he has been responsible for the overall strategic development of the company infrastructure from planning to completion, including long-term finance, construction, program implementation, and streamlining full-time operations.  Prior to that Mr. Morton worked for Panda Energy between January 1999 and October 2010, leaving Panda as Vice President of Transmission and Market Strategy. While at Panda he was responsible for site selection, transmission access and the interconnection of over 7,000 MW of independent generation. Prior to his time at Panda, he was Manager of Power Resources for Texas-New Mexico Power Company responsible for wholesale power contracts and transmission access. Mr. Morton started his career at Texas Utilities as an engineer working in both the transmission and generation planning areas. A registered Professional Engineer in Texas, Mr. Morton graduated with a BS in Electrical Engineering in 1984 from Texas Tech University.

Patrick Ponce
Senior Vice President
Chief Financial Officer

Patrick Ponce serves as WETT’s Senior Vice President and Chief Financial Officer.  In this role, he leads the finance, accounting, contracts and regulatory teams.  He has extensive experience within the energy industry including the power sector, traditional oil and gas, as well as renewables.  Most recently he served as the CFO for a portfolio of assets for Hull Street Energy, LLC, a private equity fund with approximately $2 billion in assets under management.  Prior to that, he was the CFO and COO for Cibolo Energy Partners, LLC, a credit-focused energy investment fund with approximately $400 million in assets under management.  Patrick has also held senior management positions at The Carlyle Group, Valerus Compression Services, and Genesis Energy.  He began his career in public accounting as a manager in the Transaction Advisory Services practice of Ernst & Young.  He is also a Certified Public Accountant, licensed in the state of Texas. He graduated with a BBA in Accounting from Southern Methodist University, as well as earning a Masters of Accounting degree and an MBA in Finance from the University of Texas at Austin.

Leo Quiachon
Senior Vice President
Chief Operating Officer

Leo Quiachon serves as WETT’s Senior Vice President and Chief Operating Officer and is responsible for leading WETT’s operational strategic focus for safety, reliability, continuous improvement and cost control in order to achieve electric transmission asset optimization and long term operational performance goals. Mr. Quiachon has over 30 year’s experience in the electric utility and energy industry serving in key roles driving capital engineering projects for companies such as Koch Industries, Sid Richardson Carbon & Energy, Weyerhaeuser, Energy Northwest and Longview Fibre. Prior to joining WETT, Mr. Quiachon served as Vice President of Engineering Services in Alaska and was responsible for the operational and financial performance of power generation, electric transmission and distribution assets supporting the interior of Alaska including critical Department of Defense installations. Mr. Quiachon holds a BS in Electrical Engineering and received his Professional Engineering License in Electrical Engineering from the Oregon Board of Engineering Examiners.

Antonio Ansede
Senior Vice President Engineering and Construction

Antonio Ansede is the Senior Vice President of Engineering and Construction for WETT. Mr. Ansede has been involved with WETT since the initial stages of the company in 2009, being responsible for WETT’s transmission system design and construction support. Prior to working at WETT, Mr. Ansede was the Head of Transmission Systems Design at Isolux for stations worldwide. He gained construction experience during his time at Red Electrica, the owner and developer of the entire transmission network in Spain, managing construction of multiple 400 kV stations. He started his career in the utility business as an electrical inspector for existing high voltage transmission lines, stations and distribution systems, as well as, quality control auditor for new projects. He has been involved in design and construction of transmission lines and substations ranging from 24 to 400 kV since the beginning of his professional career in 1997. He graduated as an Electrical Engineer in Transmission and Power Systems in Spain.

Allyson Cline

Vice President Human Resources

Allyson Cline serves as Vice President of Human Resources, providing strategic guidance and leadership for all aspects of the human resources function, promoting maximum effectiveness in the WETT workforce while supporting the WETT mission and cultivating a positive work culture. She serves as an adviser to the CEO and other senior management on human capital management in support of the implementation and execution of key company programs. Prior to joining WETT, Mrs. Cline has over 20 years of experience working with highly diverse global HR teams, providing strategic HR direction for many Fortune 500 companies, as well as multiple startup organizations. She holds several professional affiliations and certifications, including Senior Professional in Human Resources (SPHR) and Certified Payroll Professional (CPP). She graduated with a BA in Political Science from the University Arkansas at Little Rock and a MS in Organizational Leadership and Ethics from St. Edward’s University.
